Panda Council Plans Gone Wrong

Everybody thought that
the new system put in place
was wonderful, was excellent,
it really was quite great!
See, when 'Stop Panda' was lit up red,
they knew not to proceed.
And when 'Go Panda' flashed bright green
they climbed the stairs with glee.
Congestion on the staircase,
was a problem, Never More!
"Productivity will rise 50 percent!
Possibly even more!"
But then Panda Council puzzled
as to why their plans were foiled.
If anything productivity dropped!
Their plans it seemed, were spoiled.
They didn't think it through you see,
they didn't understand why,
Nothing will get done at all
when told to 'Wait For Pie'
